Naming a fly
I need a ruling.
If I take parts and techniques from two different - previously published and generally recognized (although not particularly popular) - flies, and combine then in a way I don't think has been done before (at least I haven't seen it in over 15 years of reading the mags), can I give it, it's own name?

To answer your question though, most flies tied today are variants. I don't think you would be violating some hidden etiquette rule by naming a variant.
"Double tungsten adams emerger." Something like that.

It's been 30 years...
It's a mayfly dun pattern using no hackle - kind of spurred on by the lack of available and affordable hackle these days.
I was maybe thinking of calling it the Featherhead Dun or maybe naming it after my neighborhood - the HP Dun. If the Catskills can have a pattern, why not Hyde Park?
Next, I intend to create a streamer named the None of Your **** Business Minnow.

Hmm, consider this - "featherhead" + Illinois = Blago-Braun.

If it's using CDC something French sounds good. Like the "Munch Merde Fly."

Used several last week on the Missouri to catch some real nice Rainbows.
I'm not interested in any mayfly dun that I can't tie easily in size 10 down to 18.

I woke up one day and couldn't read my Blackberry. I can't even read my computer screen any more without them.
My eyesight seems to be diminishing at about the same rate as my increase in consumption of Bushmills.

As with many other items, they cost a lot less at craft/hobby stores than in fly shops.
