my first reaction was more "oh man, he is really playing Trump again!" -- he allows Trump a little breathing room, gives him an opportunity to say "look how much better things are with me!" and, not quite coincidentally, increases the chances that Trump will simply blow off the whole affair as no big deal .
plus he gets one last chance to kinda rub Obama's nose in it, by being perceived as the less hawkish individual *cough*
