    Fodder to criticize the whole DC security establishment here. If in fact Obama didn't know, it suggests an out of control bugging operation doing things their way regardless of the White House. Or O was just playing CYA. But it does suggest a long standing roque attitude in the NSA.

    I get the point, but I don't think DOD is a good example. In the My Lai massacre, only the Lieutenant and Captain involved were punished, and no one even knew who their commander was. Kent State was an egregious example. We never found out who released the ammo. DOD is no better than any other bureaucracy.
