I would think you would need to pass a law.

    From what I can tell, it actually seems to be removing an exemption used in practice that applied to a very small number of people that was never part of the law.

    Now, why that needs to be done, I have no idea.

    Probably the same reason we need to deport people that are here receiving life saving medical treatment.
