    my first reaction was more "oh man, he is really playing Trump again!" -- he allows Trump a little breathing room, gives him an opportunity to say "look how much better things are with me!" and, not quite coincidentally, increases the chances that Trump will simply blow off the whole affair as no big deal .

    plus he gets one last chance to kinda rub Obama's nose in it, by being perceived as the less hawkish individual *cough*

    Putin is going to be playing Trump like a fiddle for the next 4 years, I guess we had better get used to the noise.

    As soon as Trump is re-elected he'll have more flexibility to give to the Russians. He just needs some space right now.
