Third World Building Code Compliance

Having lived in third world countries even I would not be so crass as to make light of the tragedy in Ecuador. Instead I offer for this story for your consideration. (BTW - Rio is beautiful, one of my favorite places of everywhere I have been. But it still is third world in terms of compliance with laws and regulations.)
