With both Arab and Jewish guerillas/terrorists/freedom fighters attacking the British forces, England gave up - forcing the question on the U.N. Resolution 181 called for the partition of Palestine, but it was non-binding. Only Security Council decisions have the force of law.
The idea that the U.N. created Israel out of guilt for the Shoah is pretty insidious.
