The best answer is sort of. There are plenty of Capes available. There was a time when even the capes got snapped up by the fashion industry. This is not the case anymore at least at the present moment. It's going to be a while on the saddles but it seems as if a very few are being released here and there. As for growers other than Whiting, aside from Collins and Conranch, I believe their saddle stocks have already been spoken for. But lets not kid ourselves Whiting Farms produces the best saddles so the short answer is that it's going to be a while yet. I'm thinking maybe this fall.
You know if you have to have long feathers then I would look at either the Hebert Miner line in Silver or Gold grade capes or the Whiting Farms Gold Grade capes. I know there are not cheap but if you need long hackle this is the only game in town at the moment. Some of these feathers can be up to 12 inches or more long. most falling in the 8 inch range.
I do have a couple saddles on my site that I found tucked away. Ithink there are a couple left.
